NEWSFLASH – Changes to Occupations in Demand September 2006
FEDERAL GOVERNMENT ANNOUNCES CHANGES!
The Federal Government today announced changes to the Migration Occupations in Demand list. The Migration Occupations in Demand List (MODL) lists those occupations and specialisations identified by the Department of Employment and Workplace Relations (DEWR) that are in short supply across Australia. For a person making a visa application to Australia, having an occupation on the demand list may result in a number of advantages in applying for Australian permanent residence.
The occupations added to the list today include Child Care Co-ordinator, Electrical Engineer, Mechanical Engineer and Surveyors. The only Trades occupation removed from the list is Flat Glass Tradespersons. Notably, no additional Trades occupations were included on the demand list.
For those temporary visa holders or prospective migrants seeking a permanent visa to Australia, if you have an occupation which is currently on the demand list you should make a visa application as soon as possible in order to gain the benefit of being on the list.
The current list of occupations in demand is available at www.immi.gov.au – for your convenience I have included the latest list below.

Newsflash - September 2006
NEWSFLASH – September 2006
This is a client newsletter from Visa Solutions Australia on immigration and related matters. As the immigration rules to Australia are constantly changing, this newsletter aims to keep clients up to date on the recent changes that may affect employers and candidates in relation to Australia’s immigration laws.
CHECK WORK RIGHTS ONLINE!
Employers can now check work rights for visa holders using the Entitlement Verification Online (EVO) system through the Department of Immigration and Multicultural Affairs’ website at www.immi.gov.au. If you have any queries you can email ian@visasolutions.com.au. If you are unsure about the interpretation of work rights and conditions, ring Visa Solutions Australia on 1800 449 858 and talk to one of our Registered Migration Agents.
PETROL, HOUSE PRICES AND DIMA FEES ARE UP!
Many clients may be aware that Department of Immigration and Multicultural Affairs application fees increased from 1 July 2006. Applications to the Department of Immigration and Multicultural Affairs will not be valid unless the correct fee is paid at the time of lodgement – to confirm the current application fees check with Lidia at Visa Solutions Australia or email lidia@visasolutions.com.au.
INDIA JOINS ETA LIST
India has entered into a trial arrangement with Australia to access our Visa system. DIMA offers electronic tourist visa applications in 46 countries and is working to extend this in other growth markets for the Australian tourism industry. For information contact Lidia@visasolutions.com for more info.
IMMIGRATION TIP OF THE MONTH
If you have a skill which is on the Migration Occupations in Demand List (MODL) and if you qualify for skilled migration, make a valid application as soon as possible to obtain the benefit of the listing. As a result of recent rulings, an applicant can gain the benefit of being on the demand list either at the time of grant of the visa or at the time of the initial application – whichever is more beneficial! Check the current list at immi.gov.au to see if your occupation is listed. Email Dan@visasolutions.com.au for more information.
MIA APPOINTS NEW CHIEF
Mr Bernie Waters has been appointed as the new Chief Executive of the Migration Institute of Australia, the peak industry body for registered migration agents. Previously a senior officer with the Department of Immigration and Multicultural Affairs Mr Waters takes on the challenge of leading Australia’s migration agent membership body. Visa Solutions Australia wishes Bernie well in his new position.
ON THE HORIZON
The Department of Immigration and Multicultural Affairs has indicated that a number of changes are on the horizon to improve the integrity of the sc457 visa and perhaps deflect some criticisms of the visa from the union movement. Prospective changes may include English language requirements and classification of trade skills occupations into highly skilled and other occupations. Stay tuned for these important changes. For further information email Dan@visasolutions.com.au to discuss.
PERTH SKILLS EXPO NOVEMBER 2006
The Department of Immigration and Multicultural Affairs has announced that the second annual Australia Needs Skills Expo will be held in Perth on 11 November 2006. The Expos are being run for Australian employers to access new supplies of skilled workers. Contact Ian@visasolutions.com.au for more information. The TMR Group will be attending the Expo in Perth.
QUOTE OF THE MONTH
“Rich nations have no choice. They will compete with each other globally for skilled workers. Any suggestion that Australia can meet its needs from the domestic market is nonsense.” The Hon. Andrew Robb, Parliamentary Secretary to the Immigration Minister.
UK TIGHTENS WORK ENTRY RULES!
The UK is likely to introduce work permits that will limit the number of Bulgarians and Romanians entering Britain. The permits may require migrants from the two countries to prove they can fill specific skill shortages in the UK. Romania, with 22 million people, is the poorest country yet to join the EU.

Making migration work
This is an excerpt of an article which appeared in The Australian - the full text of the article may be found at http://www.theaustralian.news.com.au/printpage/0,5942,19567251,00.html
Andrew Robb, parliamentary secretary to the Immigration Minister, warned of the coming contest between the demands of globalisation and the backlash of tribalism and nationalism.
These tensions, now at their inception, will run for decades. They are powered by the demographic crisis. Robb highlights the grim labour market outlook for the rich nations. In the past two decades of the 20th century, 120million people entered the working age category, a figure that sinks to just five million people during the opening two decades of the new century. Such is the scale of the coming skilled worker shortage.
Rich nations have no choice. They will compete with each other globally for skilled workers. Any suggestion that Australia can meet its needs from the domestic market is nonsense.
Yes, Australia must intensify its investment in skilling, but this will complement, not substitute for, an expansion in immigration. Australia's existing high immigration intake should be higher since it cannot meet existing shortages, a restriction imposed for naked political reasons.
"We face a huge challenge to find the labour force to retain the living standards that we now enjoy," Robb says.
"In five years Australia will have 200,000 more jobs than people to fill them and that assumes immigration at its current, relatively high, level. We need a host of policy responses that unlock our labour resources. For instance, employers should be encouraged to accommodate those seniors who want to work for one, two or three days a week.
"But this problem is now on our doorstep. As I go around the country, I see 'position vacant' signs in all sorts of areas. Immigration must be a significant element of the solution. Australia needs a cultural change to meet this challenge because the demand for skilled labour within the developed world will be enormous.
These are revolutionary changes and every nation within the OECD is in the same situation. Australia has been pulling a lot of skilled workers from the UK, New Zealand and Europe. But this will get far harder. In the future we will rely more upon Asia and cultures that we have not traditionally drawn upon for skilled work.

The Dentist!
The Scotsman and the Dentist A Scotsman phones a dentist to enquire about the cost for a tooth extraction. "£85 for an extraction, sir" the dentist replied. "£85!!! Huv ye no'got anythin' cheaper?" "That's the normal charge," said the dentist . "Whit aboot if ye didnae use any anesthetic?" "That's unusual, sir, but I could do it and knock £15 off. "Whit aboot if ye used one of your dentist trainees and still without an anesthetic?" "I can't guarantee their professionalism and it'll be painful. But the price could drop to £40". "How aboot if ye make it a trainin' session, ave yer student do the extraction with the other students watchin' and learnin'?" It'll be good for the students", mulled the dentist. "I'll charge you £5. But it's going to be very traumatic." "Och, now yer talkin' laddie! It's a deal," said the Scotsman. "Can ye confirm an appointment for the wife next Tuesday then?"

NEWSFLASH – May 2006
HOT JOBS
We are looking for any qualified tradesmen. If you are looking for a job in Australia now please forward your cv/resume to us on fran@tmra.com.au. You will need to have your passport, trade papers, employment references and other documentation organised and ready for a speedy departure. In some instances you will also require an Australian skills assessment. For detail on skills assessments contact skills@visasolutions.com.au for further details.
EMPLOY WHMs FOR UP TO 6 MONTHS!
From July 2006, working holiday makers (WHM) will be able to work for the same employer for six months instead of three months. They will also be eligible to apply for a second working holiday maker visa if they spend three months employed in a wider range of primary industries, including livestock and fishing. Remember that working holiday makers are restricted by length of time with the employer and not salary or occupation. If you have any queries regarding this change you can email ian@visasolutions.com.au.
PRE-ARRIVAL BANK ACCOUNTS
Through our established relationship with the Commonwealth Bank, our clients are able to have bank accounts opened for sc457 visa holders prior to their arrival in Australia. This means that the candidates can transfer money into their Aussie bank account and have cash available to them on arrival. For further information on this service contact Dan at dan@visasolutions.com.au.
NEED UNSKILLED WORKERS?
Any temporary visa to Australia which has work permission is likely to have some form of work restriction. Generally it is the number of hours that can be worked, the length of time with one employer or restrictions on the occupation which may be filled. Many employers seeking to fill unskilled positions should consider student visa holders or working holiday makers. For more information on work rights for visa holders contact dan@visasolutions.com.au.
YOU’RE NICKED!
Australian Minister for Immigration and Multicultural Affairs Amanda Vanstone welcomed moves by the SA Government to recruit up to 70 more UK police officers. The move follows two successful UK recruitment drives that have attracted more than 180 UK officers to South Australia. Most of the recruits were employed under the Australian Government’s Regional Sponsored Migration Scheme.
BUSINESSES FOR SALE
We are regularly approached by a range of business owners across all industries seeking business partners or investors from offshore. If you know people who are looking for businesses or are a prospective business migrant, we have vendors that are willing to sell. Contact Lidia on lidia@visasolutions.com.au.
CANBERRA JOINS STNI SCHEME
The ACT is the most recent participant in State Territory Nominated Independent visa scheme. STNI visa applicants need to be less than 45 years of age, have vocational-level English, post-secondary qualifications (or equivalent work experience) and the relevant state/territory must deem their skills to be in demand. The State or Territory Governments can then nominate the individual for a permanent visa to that region. For further information contact Ian@visasolutions.com.au for more detail.
READ THE LABEL?
Citizens of the United Arab Emirates, Bahrain, Oman, Qatar, and Kuwait can now obtain visas to travel to Australia without the need to have a label placed in their passports. Citizens of these five countries may apply for a tourist visa over the Internet. Tourist visas may be valid up to 12 months with multiple entry depending on the applicant’s circumstances. For further information contact Ian@visasolutions.com.au for more detail.
WORKERS FROM OVERSEAS GET A PAY RISE!
The Minister for Immigration and Multicultural Affairs has announced higher threshold salaries for skilled occupations on the Employer Nominated Sponsorship list. The new minimum salary is $41,850 plus Superannuation or for specialist IT occupations it is $57,300 p.a. (plus Superannuation). Where an applicant is earning more than $165,000 p.a. plus Superannuation, then no skills assessment will be required under the Employer Nominated Scheme. These increases are in line with the recent rise in the threshold salary for sc457 visa applicants. For more information contact Dan@visasolutions.com.au.
WHAT’S REGIONAL?
The Department of Immigration and Multicultural Affairs has determined that for certain visa applications, the following post codes in Western Australia (Except Perth and surrounding areas) are regional: 6041 to 6044; 6083 to 6084; 6121 to 6126; and 6200 to 6799. Under certain visa categories, employers in regional areas can employ less-skilled workers from offshore and at a lower pay rate compared to the metropolitan area. Contact Lidia@visasolutions.com.au for more details.
NEW OCCUPATIONS IN DEMAND LIST
The Federal Government has expanded the number of trade occupations on the Migration Occupations in Demand List by a further 16 occupations. Southern Grandma...
Southern Grandma...
Lawyers should never ask a Southern Grandma a question if they aren't prepared for the answer.
In a trial, a Southern small-town prosecuting attorney called his first witness, a grandmotherly, elderly woman to the stand.
He approached her and asked, "Mrs. Jones, do you know me?"
She responded, "Why, yes, I do know you, Mr. Williams I've known you since you were a young boy, and frankly, you've been a big disappointment to me. You lie, you cheat on your wife, you manipulate people and talk about them behind their backs. You think you're a big shot when you haven't the brains to realize you never will amount to anything more than a two-bit paper pusher. Yes, I know you."
The lawyer was stunned! Not knowing what else to do, he pointed across the room and asked, "Mrs. Jones, do you know the defense attorney?"
She again replied, "Why, yes, I do. I've known Mr. Bradley since he was a youngster, too. He's lazy, bigoted, and he has a drinking problem. He can't build a normal relationship with anyone, and his law practice is one of the worst in the entire state. Not to mention he cheated on his wife with three different women. One of them was your wife. Yes, I know him."
The defense attorney almost died...
The judge asked both counselors to approach the bench, and in a very quiet voice, said, "If either of you bastards asks her if she knows me..., I'll jail your sorry asses for contempt."
